1. Background
The Center for Budgetary Governance Advocacy (CBGA) is a local civil society organization based in Addis Ababa working on fiscal transparency and gender-responsive budgeting. Under its project “Advancing Gender Equity and Transparency in Budgetary Governance in Addis Ababa,” CBGA requires software tools to process public budget documents and to strengthen the budget-tracking capacity of partner civil society organizations.
CBGA therefore invites proposals from individual consultants or legally registered vendors to supply, configure, and provide training for the software described below.
2. Objective and Scope of Supply
The vendor will supply two complementary components under a single contract:
Component A — AI document-analysis software (1 license)
One (1) administrative/enterprise license of document-analysis software capable of Optical Character Recognition (OCR) on scanned and image-based budget documents (PDF and image formats); recognition of Amharic script is strongly preferred.
Keyword scanning and search across large sets of budget documents.
Capability to export structured data (or in-built features) to support variance and trend analysis.
An annual subscription license is acceptable; the license is for use by CBGA’s project team.
Component B — Budget-tracking sub-licenses (5)
Five (5) sub-licenses of budget-tracking / monitoring software suitable for use by small civil society organizations.
Provisioning of the five named sub-licenses to organizations identified by CBGA.
Online, hands-on training for the five (5) recipient organizations on effective use of the tool.
Cross-cutting requirements
Installation and configuration support, user documentation, license keys/credentials, and technical support for the duration of the project.
At least one hands-on training session for CBGA staff on Component A.
Vendors are encouraged to propose the best value solution meeting these functional requirements; brand names, where implied, are indicative only and equivalent solutions are welcome.
3. Deliverables and Timeline
Component A
License active and configured early in the project, with CBGA staff training delivered.
Component B
Five sub-licenses provisioned and recipient-organization training delivered
Handover
License keys/credentials, user documentation, training materials and support contacts provided on delivery.
