The Procurement Manager is responsible for planning, directing, and overseeing all procurement and supply chain activities of the hospital. The role ensures the timely, cost-effective, and compliant acquisition of medical supplies, pharmaceuticals, equipment, services, and other operational requirements while maintaining high quality standards and uninterrupted hospital operations. The Procurement Manager leads supplier management, contract administration, procurement planning, and strategic sourcing initiatives to optimize costs and support the organization's objectives.
KEY RESPONSIBILITIES:
- Strategic Procurement and Sourcing Duties:
- Develop and implement procurement strategies, policies, and procedures in line with organizational goals and regulatory requirements.
- Lead sourcing activities for medical equipment, pharmaceuticals, consumables, services, and capital projects.
- Identify, evaluate, and select qualified suppliers and vendors based on quality, reliability, cost, and service standards.
- Oversee tendering processes, including preparation and evaluation of Requests for Quotations (RFQs), Requests for Proposals (RFPs), and bid documents.
- Negotiate contracts, pricing agreements, payment terms, and service level agreements to achieve optimal value for the hospital.
- Monitor market trends, pricing fluctuations, and supply chain risks to support informed procurement decisions.
- Supplier and Contract Management Duties:
- Establish and maintain strategic relationships with key suppliers and service providers.
- Evaluate supplier performance regularly and implement corrective actions when performance standards are not met.
- Manage supplier contracts and ensure compliance with contractual obligations.
- Lead vendor qualification, assessment, and performance review processes.
- Resolve supplier disputes and procurement-related issues effectively and professionally.
- Inventory and Supply Chain Management Duties:
- Collaborate with Stores, Pharmacy, Finance, Biomedical Engineering, and user departments to forecast procurement requirements.
- Ensure adequate stock levels of critical medical and non-medical supplies while minimizing excess inventory.
- Monitor procurement cycles and delivery schedules to prevent stockouts and operational disruptions.
- Coordinate importation and logistics activities where applicable, ensuring timely delivery of goods.
- Support inventory optimization initiatives and cost-control measures.
- Financial and Budget Management Duties:
- Develop annual procurement plans and budgets in collaboration with relevant departments.
- Monitor procurement expenditures and ensure purchases remain within approved budgets.
- Identify opportunities for cost reduction, process improvement, and operational efficiency.
- Prepare cost analyses, procurement performance reports, and savings reports for management review.
- Leadership and Administrative Duties:
- Supervise, mentor, and evaluate Procurement Officers and other procurement staff.
- Assign tasks, monitor performance, and ensure achievement of departmental objectives.
- Ensure procurement records, supplier databases, contracts, and documentation are properly maintained.
- Promote ethical procurement practices and adherence to organizational policies.
- Participate in management meetings and contribute to strategic planning initiatives.
- Compliance and Risk Management Duties:
- Ensure all procurement activities comply with hospital policies, ethical standards, and applicable Ethiopian laws and regulations.
- Maintain transparency, accountability, and fairness throughout the procurement process.
- Identify and mitigate procurement and supply chain risks.
- Support internal and external audits by providing accurate procurement records and documentation.
- Other Duties as Required:
- Participate in quality improvement, accreditation, and organizational development initiatives.
- Support emergency procurement requirements during critical situations.
- Perform other duties assigned by senior management.
